Failure to redirect mail

It is now 12 months since I cancelled my postbox and arranged for redirection of mail. Not one item of mail has been redirected to new address. All I get told is it is due to COVID but my redirection of mail was due to start November 2019 which is long before COVID. Why offer a service and not do it?
