Extremely unhygienic and inefficient post office at Phoenix

I recently came to the Post Office located in Phoenix because this is the nearest one that renews car licenses. I arrived really early in the morning only to wait for over 2 hours since only one counter was open. Furthermore, this post office isn't the nearest one to me. There is a post office in Mount Edgecombe that would be so much more convenient for me but it does not renew licences. Since my PO box was removed, all my mail and packages are delivered directly to my home. So what is the use of even having the Mount Edgecombe post office if it serves no real efficient purpose nor is it being used to resolve the high influx of people having to go to the Phoenix branch which clearly has no staff besides literally ONE that can do car licenses. In addition, with the recent spike in the crime rate, why is it that clients are required to carry cash to pay for car licenses. I am a female and had to carry cash for 3 cars and wait in a queue in a location that I am not too fami**** with whilst having my car parked in the parking lot across the post office in a mall! SA post offices clearly have no regard for the people using their services and most especially, it's disappointing that this is the approved procedure yet it is so inefficient and unsafe. The branch at Phoenix is also extremely unhygienic with no air conditioning and the windows SEALED SHUT. Is this in line with health standards? I'm sure it isn't since waiting in such confined conditions for long periods of time is not very hygienic! I'm disgusted by the state of the post offices and how it has seemed to get worse over time instead of improving.
