Excessive delays in delivering

Delivery times of my 3 letters received today:- 93 days, 64 days and 29 days, calculated as the period from date of letter to date of receipt by me, less 7 days to allow for period between writing and posting. The first letter was sent from England; the others from South Africa. I intend to post all my delivery times on this board from now on, as a way for the South African public to monitor the value they are getting for the postage stamps they purchase, and whether or not they should request a refund.

A refund could be justified on the grounds that although the Post Office delivered on its motto “We deliver, whatever it takes”, the fact is that in a postal service time is of the essence, and they therefore failed to deliver in a contractual sense.
