Delivery to the wrong place

I don't understand why a parcel addressed to Pretoria end up being delivered to Cape Town. One time a parcel was delivered to durban and collected by someone which i really was bothered as to how can a person with ID that is not mine, which names are different can collect a parcel from the Post Office.

There is so much incompetence or rather negligence in the offices
