Contactability is impossible

SAPO tried delivering a parcel with an outstanding amount due without any notice. I have tried calling the number provided on numerous occasions to make payment and re- arrange delivery it the number simply rings for 3 mins and then cuts you off. I've been warned the parcel will be returned overseas if I don't make arrangements but I can't get hold of anyone? Please assist urgently. Tracking number EK***GB
