Complaining about my parcel

I bought my hair in China on the 30 much 2023 and the parcel arrived here on April when I track my parcel I found that is at post office at umtatha but the parcel where supposed to be delivered at my current address in Durban .when I send my cousin to collect the parcel they refused to giver they said I must pay R590 for the inspections and when I call the contact sender to complain they drop my calls
