Car lisence renewal at the pot office

why is it necessary to return to the post office 5 times to get a car license renewal done. shouldn't it be one time especially after a SMS was received with a reverence number. Aint the details always the same. West gate Roodepoort require certified copies of all the documents. And the ques are very long, cant there be more than one counter.
