cannot purchase annual fishing permit

I recently went to purchase an annual fishing permit at the bluff post office , and they did not have the application forms , this has been taking place for the past 3 months , when I asked the lady why they don't have application forms, she responded as they did not receive them ,she keeps passing the buck on others and that they only got monthly application forms , also to add ,she said all the other branches are having the same problem. now where do we citizens of south Africa purchase a fishing permit???. and we cannot fish without a permit, we are in urgent need of annual fishing application forms.
