Bailouts the result of bad service?

This review is prompted based on the latest report that post office management is requesting yet another R1bn bailout from government. I have ordered items from Korea during the course of 2018. Tracking Number RE***KR. According to various tracking sites, the parcel entered the country in Dec 2018 and probably got stuck in JNB mail centre . Long story short I have queried the parcel from that time and have been given excuses such as backlog due to strikes. In this year I have resuscitated the query, only to be told that after close to two years the parcel was sent to my local post office , but because I did not collect it it was returned after a month. Needless to say i did not get any notification to collect. This is an on going matter with the post office in which I am waiting some response almost a month later after my last communication to them. My point being the post office should focus on getting their core business executed properly, then and maybe then , in baby steps, R1bn's of bailouts might not be required.
