Bad service/ no delivery

My husband posted a parcel with a currier for me on the 29th October 2015 and he paid R150 for the parcel to post until today the parcel is not delivered. When I tried to track the parcel it shows that the parcel was last scanned here in Cape town on the second. What is the use of paying such amount for the currier if its a snail mail also.
