Bad delivery service

I have a problem with the post office in olievenhoutbosch plazas service when it comes to the delivery of the parcel I sent home, on the 26/02/2021 I sent my parcel and on the 5th of March I was told it was at Bloemfontein at the hub and was told to come back on the 12th of March when I went there I was still told its still at the hub, when I told the manager my problem she told me to send an email, so now the question m having is, am I the one who should be sending emails to the hub that I don't even know of, and she didn't seem to be instrested in helping me, when I told them to bring back my parcel I was told I will not be refunded.
