Always Load Shedding

Today I waited for Load Shedding to end before going to the Linden Post Office to renew my Car Licence. It was 12h30,when the guard at the door stopped me to tell me that the person who does licences is on lunch - for an hour! I enquired about the other person behind the counter. Apparently he could not do licences. This is pathetic.
