7 months in waiting for my parcel

I am awaiting a parcel posted to an international physical address 7 months ago (June 2014) which is yet to arrive. Tracking number: RJ***ZA. The track and trace website indicates the package was last seen at the CapeMail International HUB, is it possible for someone to pick it up on my behalf if the package is still at the office?<br> Else if it's already in transit out of the country, could I add extra information to the delivery address (contact numbers and alternative postal address) to ensure it's arrival this time around?<br> <br> 7 months is a really long time to wait.
