Refusing to release my certificate

<p>I was a student at S.A. Maritime and transport college Durban branch and my student no. Was 40666 in 2014 to 2015 . I was doing a certificate in interanional trade . This a new year course. I finished it and while waiting for my certificate I registered for freight handling of which I dropped out due to financial problem later in 2015 . I made the college aware of this problem . I was not made aware that as I'm reinscrolled with the college I will no longer receive my certificate that I have worked hard for and paid it fees in full .. last year I went to the college to request for my certificate of international trade. I was told it was not printed out because I was going another course with them of which I ended up dropping out . And I was promised that I would be prepared for me . Now today I am making a simply follow up if my certificate is ready , only now I am made aware that they was their outstanding fees of the second course which I dropped out on before they issue this certificate. I would have understood if I'm being deprived of my results in a 2 year course due to non payment but this college is refusing to give me my certificate of a different course as to the one I dropped out on ? Firstly the agreement between myself with this college was to enroll , pay and graduate ... no one told me that should I enrol again then the college has a write to withhold my certificate of the previous course . </p>
