SAHL loan assessor and Poor service

I bought the house from our friends 2 years ago, and the evaluator/assessor assessed the house while I am with a friend( one who sold house to me. The assessor declared all were in order and all met the SANS requirements. Now two weeks back, I logged in a claim for a fencing wall, that had cracked due to a storm, and the interior wall also has the same problem to my surprise the same assessor was sent to my house to evaluate the property and he declined the claim by saying the wall does not meet the standard and too high that's why the storm cracked it, I invited the municipality inspectors to check the wall and advise why it's approved on the plan and they said that the assessor must call them so that they can show him the house plan as all have met the building standard and they have a plan in place that has been stamped. The assessor called me that his decision is final I must fix my wall and appeal later with all cost that I have spent and told me that they have too much backlog with the KZN flooding, they are trying to reduce the costs.
