No customer service at all

I have a house that has been standing empty for over 4 years now, there is a guard that said that he works for SA Home Loans. He has no running water or electricity, how does he use the toilet, I have tried to get hold of someone with no luck. I found out yesterday that there is an electrical connection from the street light in front of the house running into this premises. Again I phoned to speak to someone at SA Home Loans, no luck.
