INSURANCE WANTS ME TO PAY FOR THE ASSESSOR!!!

Last Monday night 7/3/16 my alarm did not work,I contacted my alarm company - Amlec (Howick) they tried to assist telephonically but it still didnt work. On Wednesday 2 gentlemen spent about 45 mins trying to establish the problem, the conclusion was the alarm was struck by lightning.
Amlec advised I should contact my personal household insurance as the costs will be recovered via insurance for the alarm unit.
Amlec left and advised that I will receive a quote and email from them to send to my insurance company.
I contacted SAHL and reported the incident and was given a claim number *** and was told an assessor will be sent to my home.
The assessor came on Thursday spent 15 mins looking at the panel, nothing was touched or tested. He asked me to forward the quote to his offices. On Friday he said they got the go ahead to replace my alarm. However I told him I do not want to change alarm companies because they have serviced my house for 20 years! I then called SAHL and Neel advised that I must pay R750 for the excess and R500 for the assessor the amounts will be deducted from the quote I received from Amlec! please explain how this works bec neel said that's the way it is!!!
