Accessing Extra Money Paid Against my Bond - Complaint

Good Day. I recently discovered that i have been paying a bit more than my required bond installment which resulted in a surplus/savings. I requested to withdraw this amount but was refused because it was not yet R5000. A rule which i believe should be enforced during this lock down period. We all need the money. I do not want to lend anything. I simply just want what i paid extra. Can someone please help with this.
