vouchers cannot be redeemed

The directors of this company should be jailed as this is ********. Telesales agents contact you to purchase holiday vouchers. once your account is debited, the vouchers are not sent to you. You are told to contact them when you want to redeem. Two months later your account is debited for R99. You then have to request the bank to reverse this (if you pick it up). You then try to contact this company to redeem the voucher...nothing, telephone no longer in operation. What recourse do we have?
