Ordered and paid, no product delivered, refusing to refund me.

I wanted to order a wax kit for a friend starting out in the beauty industry. I came across Sa Beauty Distributors, was able to register an account, order the goods and pay for it, being informed it would be couriered. I then received a call from an agent trying to convince me to select different products, I informed her I simply wanted what I ordered. Then the following Monday I received an email informing me that they actually only sell to professionals and I had to produce a certificate. Now they simply ignore me, refusing to refund my money. It has been 11 days.
