pls help

I bought a house last year September, an 'attorney' by the name Sisanda is refusing to give my tittle deed or transfer the house,almost everyday iam phoning her bt giving excuses,when I went to the office she is nowhere to be found,&I paid r13,234 for the transfer,it's still under the old owners name,iam not even getting any help from the sales agent all I get is excuses after excuses .it's almost 10 month now iam stuch& I can't make make any flats
