Non payments

I would like to lodge a complaint against A3 technical , they are building RDP houses at Zwar****er (Queenstown) in Eastern Cape, they had promised that they want to develop the local sub contractors which is good,but they are under paying us. They had took over from Moesegedi after Moesegedi couldn't continue with the project due to finical crisis the company was facing. They then promised us as the subbies who didn't get the paid from Moesegedi from the houses that we built last year that they would pay us. Now we are facing the same problem that we had with Mosegedi, they keep on telling us that we should wait for human settlement to sign off their invoice for payments,now the question that I always ask myself is that,how did they get that project if we as the subbies must also wait for human settlement to pay them in order for them to pay us. According to my understanding,the company that gets the tender must have high grading and must enough capital to do the job,ie at least they must have enough capital to buy material as well to pay their employees (sub contractors), a minimum of 3million is required.for an example, there's a company called UNIK Construction at Dordrecht in Eastern Cape, they are buying the material with their own money,they are paying us with their own money why A3 technical can not do the same if they were really qualifying to be the company that will take over? Now we can not pay our employees because of A3 not paying us, they are now creating enemies for us and we are not safe as the subbies directors. Last year in November, I was stabbed just below my right ear by one of the employee of one of the sub contractors who were not paid, I'm now getting phone calls and the silly messages from my employees wanting their money. A3 technical needs to sort this out asap before someone got hurt. I've been contacting Henro Pretorius the A3 director regarding this matter,and he would promise to pay my money but when that date which we had agreed on for payments arrives,he would ignore my messages, phone calls.
