Car wash more like a mud bath

I left my car at the car wash for two and a half hours and came to fetch it, they had not started and had specifically told me to be there by 2pm, they had only hosed my car down and considering I had already paid my parking ticket I had to leave, the attitude was shocking and absolutely no apology, I also think they are using dirty water as my car looked like it had been rinsed in a mud bath, far dirtier than when it arrived.
