Not honoring agreements!

This Guy is very arrogant and rude and does not stick to his agreement! his excuse was that his plumber was off for 8 days, we agreed to pay the work his has done, leaving the project incomplete, promised to come and finish upon agreement, but up till today he has not come to do the complete bathroom at my Nephew's house! i wont recommend this guy!
