duplicate reservation (refund not yet received after 3 months)

it has been more than 3 months that Rwanda Air is supposed to refund the money of a ticket. the communication with me (the customer) is very poor and no body is providing me with the reason why the money is still not reflecting in my account. But their online booking (website) was quick to deduct the money TWICE from my account.
