The fast talking carport builder

I hired Ruudi Abrahams to build me a carport in 2018. When he was finished he wanted the payment in full and told me he removed some of the bricks in my driveway, it broke but he will come and replace it. He also said that he will come, after it rained, to fix any leaks. I have phoned him many, many times to come fix the miriad leaks and replace my bricks. At first he promised to come but never pitched. Then he told me he does not have time to come fix the carport. It is now 2 years later and still no Ruudi. When it rains it is wetter under the carport than outside. Also while working he kept on telling me this was not included and that was not I clouded. In the end it cost me way more than he quoted. He also did not want to give me an invoice when he was done.
