Poor service it must be put under administration

To whom it may concern, I went to the municipality today to complain about the bill that did not make sense, a very high water bill but we have two weeks full with no water but the bill is 3572,92. The person who is supposed to help me, who is paid by my taxes cannot assist, he tells me there is nothing he can do, I must pay. I tried to ask what am I paying for, because there is no water, instead he sends a message threatening to cut the services that do not even exist, poor service at its best.
