Paid for items 3 weeks ago that i still dont have

I placed an order on 10 Dec 2019 thinking i will get in time for my anniversary gift to my wife on 21 Dec 2019. I did not get the order in time, it is now 27 Dec and have still not received the order, i called earlier this week and was told you guys are still waiting for stock. I tried calling the call center but it says you guys are closed until 02 Jan. I dont get how there no sense of urgency and keep being told there is no stock? How do you guys sell something you dont have stock of? Does this mean i will only get my order in Jan? This is really unacceptable. Order number ***
