Tattoo Touch-up, modify and/or clean up

Hi.I went to this studio due to loosing contact with the guy who had done my tattoo last yr. I had not had any checks done on it. The tat I have now is a cover up of another. I was not sure if it needed any touch ups as the guy had only said to me he was not done with the whiting.
