Just bad

Bought a property September last year. I was issued a copy of a COC report. About a month later after a family member came to visit he is an Electrical engineer he told me the connections on the DV were not done properly and asked to look at the COC. He then proceeded to contact the contractor that issued it and gave him a list of errors he picked up and asked him to come out and see that it was correct and issue a new COC report and stated that I must get the original papers according to law. Its now 9 months later all the defects have not been corrected I still do not have a the original report. After threatening him we received an email but still no original and my geyser still doesn’t have an isolator switch which he was informed about. I tried to complain to various boards but received little to no assistance. Complaints raised with ECASA ; ECB
