Hotel charged twice and refusing with refund

They charged my daughter twice for a booking and they are literally avoiding giving her a refund. Its been a month of empty promises. They made a mistake but do not have a decency to correct it instead continue to act in a shady and disgusting way. Several emails have been sent and there is no response. Several calls made with a promise to call back but never do or asked to call back after five minutes but hang up calls when we do.
