Water tank crisis in a drought

I ordered a rain tank from Rototank W Cape on 02/08/2017. The website promises delivery in 7 working days, once you've paid in full, in advance. On working day 11 (> 2 weeks without my money or a water tank), I finally emailed and phoned to complain about lack of comms, and lack of a water tank. I was told by Christo (sales and marketing) that he'd call me back in 10 minutes, after checking with the office; it's clearly a very long call that he's on, because 3 days later he's still not called me back with any news. Nor has he or anyone else bothered to respond to my emails
