haven't received my order

Rosewholesale is a online shopping website , I live in South Africa and I baught a dress on their website , I already paid via EFT on the 7 of october , they told me the package would arrive in about 28 days , well it's the 4th of november and I still haven't received it .... I tried calling customer service but they don't pick up , can u please check it out for me
