Selling spoiled products

Yesterday, I craved fish, so I went to Roots Butcher Dayizenze to buy some. However, when I purchased it, the fish was frozen. By the time I arrived home, it had started to thaw and emitted a strong, unpleasant odor. Upon inspection, I discovered that the entire packet was rotten, which poses a significant risk of food poisoning. How can you sell spoiled products to the public?
