Roodepoort Licensing Department a disgust

I went to the Roodepoort Vehicle Licensing Department for my NATIS/RC1 document on 23 March 2021. I was given the 29th of April to collect. I went one day last week and was told they were closed due to no water. I went there another day and was told they were closed due to no stationery. LOL what a joke. I went there this morning and was told that this document was not ready as they have a major backlog. LOL what a joke. I was now given until the 31st of April for it to be possibly ready. PLEASE CAN SOMEONE ASSIST AS I NEED THIS DOCUMENT URGENTLY AS I HAVE SOLD THE CAR AND THE DEALER NEEDS IT URGENTLY. MY REFERENCE IS NGW805W
