****** in delivery policies?

I phoned two Roman's Pizza branches (Somerset West and Strand), and both told me they do not deliver to the township of Strand. I would like to understand why that is the case. What I've heard is that it's "unsafe" for drivers to deliver there, and if this is indeed the rhetoric, I think it's incredibly ****** rhetoric, steeped in harmful stereotypes.
