Children in underwear

Why it is that one table is allowed to make all clients unhappy and uncomfortable. I was at Rocomamas Alberton New Market Mall 28th December 2017. There was one table with Woman and children Well the woman where very loud but the children were allowed to run around in their underwear, two boys about 6 and 8 years old and one girl about 8 years old My family could not eat quick enough to get out of there. This is a public place and all should be allowed to enjoy themselves.

Why did the management not have something to say about the children? This is not acceptable.
