I regret buying the house

In september 2014 i bought a house in a new development in Amalinda, east london, south africa. The bank approved my bond within a few days but the builder (Rock's builders) took forever to start building, his excuse was that the municipality takes a while to approve the plans and until they do, the bond cannot be registered....to cut a long story short, my bond fonally got registered in May 2015. The builder still didn't start building the house, his excuse was that it's raining. The bank started deducting an interim interest of +/- R4000 from acc in August 2015 till today, and i get bills from the municipality for water that the builder is using to build the house, we are now in december and he still hasn't finished building, his excuse---> it's raining, so last week he says the house will be completed next year because they are closing for Christmas and his attitude is unbelievable!
