Rochester not paying back my refund

Still waiting on a refund on a lay buy which was cancelled due to Rochester and the client, when I call to find out whats hanppening all I get is that the system is down and the shop cant check. Ridiculous services provided, not trustworthy, it was easy for them to take the money and now they dont want to pay it back.
