Rochester Home Decor not paying refund

On 28 November I requested a refund for furniture a day after purchase (was not even delivered yet) from Rochester Home Decor Centurion. Several attempts later and the refund has still not been paid back. The store manager (Centurion) has nothing but excuses as do the contact center. The last interaction with the store was frustrating with more excuses and a general disrespectful and unprofessional conduct from the responsible person. At every encounter the response was that the refund will be done within 7-14 days, none of the excuses can however explain why the refund has been outstanding since 28 November
