Money taken Goods Not Delivered! Company Closed? How Do I Proceed?!

Robert Thomson disappeared with my money and goods! I bought lights in February 2018 and was informed by Charlotte the sales agent that they will be delivered within a week of payment. I have yet to receive them, they have deactivated their phone and do not respond to emails. I don’t know where to begin to get my money back. Any advice will be welcome!
