Unsettle money from Raf

Good evening kindly assist one of my cousin passed away and he ddnt have an id wich is home affairs dd confirm that he is a South African ....he got accident then he died ...and we went to Raf we signed offer for funeral cost....wich is it was 2 years back...they offered us to pay within a period of 6 months now its 2 years....and my mother is a pensioner she borrowed money to loan shark now she cant pay it she is even sick...kindly assist because it was finalised all was almost done
