Unfair treatment

My mom had an accident she after the pop her leg was not aligning according to the x ray when she got to the RAF they told her she can't claim cause she's a foreigner is it her fault for her being in a taxi going to rustenburg please I need someone to help me with my case because we all humans and need to be treated equally regardless the country or race.
