overdue claim

I app**** for a car accident claim for my daughter in 2012 through lawyers till to date the claim has not been paid, my lawyers are still waiting for the RAF to sign the pre- trial minutes for them to be able to get a court date. Who is responsible for the signing of the pre-trial minutes because it's been 13 years now and we still waiting for claim to be paid. I am really dissatisfied with RAF.
