Non payment of experts

I've been appointed to do work for the RAF and yet I don't receive payment. I'm tired of all the stories about payment will be made once funds becomes available. It's not acceptable. I have a family that depends on my income and now I'm in a position where I no longer can even pay for the basic needs of my family due to non-payment of outstanding RAF accounts.
