Late monthly payments and no yearly increases

I was in an accident in 1999, I was declared permanently disabled. I went to a lawyer and he submitted relevant documents to RAF. We never settled for an amount that I was aware of. Approximately 10 years after, I received 3 lump sums that calculated to under R500 000. (This after a lady that worked for RAF said lump sum should be about R1.8m.) I have been appointed a care giver, and RAF should pay her every month according to a timesheet. But every month we are struggling to receive the monthly salaries, there are no set date for payments. There are hardly any communication from RAF's side when we have queries, and no specific person to speak to. On their documentation it states that yearly increase is to be paid out in April, but for several years no increase was given.
