Poor service

I were at the fuel station with an issue of contiminated fuel on 20 September 2018. The manager was not available so I talk to a supervisor called PK. After explaining to him my problem he just say that Shell will not attend my issue. I ask him for contact details of the company so that I can take it up with them. He just refuse and told me that I don't have a case. He decided on behalf of Shell South Africa that I have no case.
