car registration papers

I bought the car with car right dealers in December 2014 and I was promised that I will receive /get my car registration papers on the second week of January 2015. I still haven't received the papers to this date, I called the salesperson several times but I don't get any positive feedback. He promised to come back to me after talking to him (Waldo) but I'm still waiting for his respond.
