My full Refund

I went to register on the 7th of Jan I paid 2000 and was told to wait for a call to come collect the IPad. On the 15th of January I was called to come collect Ipad and pay balance. I went on the 19th January paid balance and I was told the manager went to Kempton Park with the keys they will call me during the week to collect Ipad. I was called on the 23rd and told that the college don't have the course I registered. I requested my money. I am being charged R500 non refund for not taking the course that they want me to take. I asked why they took my money while they know they don't have the course? I am still waiting for my R3000. I have to go register at another institution but I can't cause I am still waiting for my refund.
