Liability of fees when changing course or institution

This is not a review but I have a question here if you see that you are not doing well academically and you want to perhaps change the institution or change a course,let say I was doing BSC IT The question is will i be liable for whole 3 years fees or that year Im changing the institution or course? Because someone from Richfield told me that I will liable for fees of 3 years
